Iran's invitation last week to selected diplomats to visit its nuclear facilities looks to be a stalling tactic as it builds its stockpiles of enriched uranium in the teeth of international sanctions. Drawing out diplomatic wrangles, not least by exploiting differences between the West and other big powers, suits Tehran, diplomats say, though U.S. Secretary of State Hillary Clinton said on Monday sanctions had set back its nuclear programme and given more time to persuade Iran to change tack.
